읽어보시면 아시겠지만 정부는 완전히 국민을 바보 취급하면서 우롱하고 있습니다. 이런 현실이나 협상문이라고 하는 것도 공개를 못하고 있는 것이겠죠. 도대체 무슨 말을 해도 앞뒤가 하나도 맞지를 않네요. 원래는 협상이 끝날 때 1주일 동안 협상내용을 공개하지 말아달라고 부탁을 했다는데 미국 쪽에서는 그냥 일방적으로 공개를 해버렸죠. QSA라는 것도 정부가 보증하는게 아니라 그냥 '지지'만 한다는 것도 언론에 내보내버리고.. 어떻게 보면 미국 또한 한국의 현 정부를 별로 미더워하지 않아 보이는 것 같아 보입니다.

The U.S. beef industry recognizes that concerns have been expressed in Korea about the safety of U.S. beef from cattle thirty months of age and older and that these views are having an impact on perceptions of U.S. beef in the Korean market.

우 리는 여러분께 오늘 미국 쇠고기 업계를 대신하여 한국 시장 진입과 관련하여 편지를 씁니다. 미국 쇠고기 업계는 30개월령 이상의 미 쇠고기에 대해 한국 내에서 염려들이 표출되고 있음과 이런 견해들이 한국 시장 내 미 쇠고기 인식에 영향을 끼치고 있음을 인지하고 있습니다.
While the U.S. beef industry is confident that all beef produced in the United States is safe regardless of age, at the request of Korean meat importers to address consumer concerns, the U.S. beef industry is prepared to limit exports to Korea to on-ly products from cattle less than thirty months of age under a program verified by USDA as a transitional measure to full market opening consistent with OIE guidelines.
미국에서 생산된 모든 쇠고기는 월령을 막론하고 안전하다고 미 쇠고기 업계는 확신하고 있지만, 소비자들의 우려에 대해 의견 표명하는 한국 육류 수입업자들의 요청을 따라, 미 쇠고기 업계는 OIE 기준에 부합하도록 쇠고기 시장을 완전 개방토록 하기 위한 과도기적 조치로 미 농무부가 검증해 주는 이 프로그램 하에서 오직 30개월령 미만의 쇠고기만을 한국으로 수출할 준비가 되어 있습니다.
To facilitate this commitment, the U.S. beef industry requests that, as soon as the “Import Health Requirements for U.S. Beef and Beef Products” (signed on April 18, 2008) become effective, the U.S. Government establish an age verification Quality System Assessment (QSA) Program for Korea that will be in place until the conditions in the Korea market support the restoration of exports of all U.S. beef products to Korea.
이 의무를 수행하기 위해, 미 쇠고기 업계는, 미국 쇠고기 및 쇠고기 제품에 관한 수입위생조건(2008년 4월 18일 서명)이 효력을 발생하자 마자, 미국 정부가 한국을 위한 월령 검증 QSA 프로그램을 만들 것을 요청합니다. 이 프로그램은 한국 시장 조건들이 한국으로의 모든 쇠고기 수출의 회복을 이끌 때까지만 지속될 것입니다.
Following publication by the Republic of Korea of the “Import Health Requirements for U.S. Beef and Beef Products,” the U.S. Meat Export Federation will undertake a communication program to respond to questions that have been raised about the safety of U.S. beef and address the concerns that have been expressed in Korea, and we request the support and cooperation of the U.S. Government and the Government of Korea in this effort.
